ASTSWMO, Who We Are and What We Do?

The Association of State and Territorial Solid Waste Management Officials (ASTSWMO) is an organization supporting the environmental agencies of the States and Territories (States). ASTSWMO's mission is to enhance and promote effective State and Territorial programs for waste and materials management, to encourage environmentally sustainable practices and to affect relevant national waste and materials management policies. The mission of the ASTSWMO Federal Facilities Research Center's Radiation Focus Group is to identify national level radiation issues, coordinate State input, encourage improved partnership between State and Federal Agencies; and produce issue papers and other products as necessary to promote State interests on national radiation issues involving site cleanup and health and safety at federal facilities and other sites. The group acts as a resource to States in researching issues regarding radiation, providing information to States, and assisting in building State radiation program capacities, as requested by members. This talk will focus on the mission of the ASTSWMO focus group and our current projects including submitting a letter to NRC regarding regulating H-3 exit signs and a recent guidance document for state solid waste officials on TENORM.

Historical Perspective of NRC-State Cooperation

The relationship of the Agreement States and the U.S. Nuclear Regulatory Commission has varied by time and subject. The public probably benefits by this tension and we should continue to support this relationship. Three events will illustrate the scope of these variations. An example of working together is in 1984 when a cobalt-60 teletherapy unit was melted in Mexico with rebar and table legs coming into the U.S A. A stressful example was the development of new nuclear medicine regulations in the mid a980s through the early 2000s. The last example is the recent increased security requirements for large users of radioactive material.

Import/Export Rules-A Primer for Agreement States

The Office of International Programs, Export Controls and International Organizations Branch will provide an overview of the U.S. Nuclear Regulatory Commission’s (NRC) regulations in 10 CFR Part 110, Export and Import of Nuclear Equipment and Material.  The regulations in Part 110 apply to all individuals in the United States who export and import nuclear equipment and material under NRC licensing authority.  This includes persons in Agreement States who export from or import into the United States, byproduct, source or special nuclear material, and production or utilization facilities. Unless the export or import transaction falls in one of the specific exception categories identified in 10 CFR 110.1(b), it must be authorized by an appropriate NRC license.

Iodine-131 in Drinking Water

As a result of the Fukushima Daiichi nuclear power reactor accidents in Japan in March of 2011, the airborne transport of iodine-131 and other fission products to the mainland U.S., and subsequent rain-out of I-131 in the Commonwealth of Pennsylvania on March 23rd, the PA DEP began a program to closely monitor raw surface water and finished drinking supplies for I-131 across the state. Prior to the rain-out, the PA DEP had also prioritize all the routine environmental surveillance sampling and analysis around our five nuclear power plant sites in order to monitor any potential detection of radioactive material from Japan. The U.S. EPA’s RadNet historical and recent air, water and milk data in PA was also re-evaluated and closely monitored during this period. Interestingly, the EPA RadNet data showed the Philadelphia drinking water had routine I-131 values above their lower limit of detection (LLD), with a few samples over the years above the 3 pCi/L [derived] maximum contaminant level (MCL). This presentation will describe the ongoing investigation of sources of I-131, raw and finished drinking water data, and conclusion that the source of I-131 is medical patient excreta. There appears to be a potential conflict between the NRC and Agreement States patient release criteria with administered I-131 and the EPA’s [possibly] overly conservative 3 pCi/L MCL in low flow watersheds, as well as a gap in the EPA’s screening methods for beta / photon emitters.

Medical Event Definition Associated with Permanent Implant Brachytherapy-States’ Perspective

The OAS Board requested states to complete a brief survey to gather information about medical event criteria for prostate brachytherapy implants. Input from the survey will be used to develop guidance for medical event criteria. A brief summary of the survey data is presented.
